With the theme of "starting a new journey of green development and jointly ushering in a new generation of ecological civilization", the forum will deeply study and implement the spirit of the report of the 19th national congress, implement the requirements of the outline of the 13th five year plan, firmly establish the socialist concept of ecological civilization and the new concept of green development, promote green, circular, energy-saving, low-carbon, harmonious and sustainable development in industry, transportation and construction, and form a new pattern of modernization and energy conservation in the new generation.

The forum conducted in-depth discussions on such hot topics as ecological civilization construction, scientific and technological innovation, industrial green transformation, energy conservation and environmental protection industry development, analyzed the new opportunities and challenges faced by energy, environment, energy conservation and emission reduction after Socialism with Chinese characteristics enters the new era, and put forward measures and suggestions for green and low-carbon development. Gu Xiulian, vice chairman of the Standing Committee of the Tenth National People's Congress, said in her speech that the 19th National Congress of the Communist Party of China held in October this year put forward a series of new concepts, new requirements, new goals and new arrangements for the construction of ecological civilization and the protection of the ecological environment, which epitomized the firm determination and strong will of the Chinese government to accelerate green development, enhance ecological civilization and build a beautiful China. We need to deeply study and understand the spirit of integration and solidly promote green development, and put forward four suggestions. Strengthening the innovation and promotion of energy-saving and low-carbon technology output is the fundamental way to promote the transformation and upgrading of traditional industries, promote energy conservation and emission reduction, and develop energy conservation and environmental protection industries. It is also an important measure to achieve stable growth, adjust the structure, and benefit the people's livelihood. There is great potential for energy conservation.

Qin Yizhi, deputy director of the General Administration of quality supervision, inspection and Quarantine of the people's Republic of China, pointed out in his speech that "starting a new journey of green development and jointly ushering in a new generation of ecological civilization" is a concrete embodiment of our in-depth study and implementation of the spirit of the 19th National Congress of the Communist Party of China and the requirements of the outline of the 13th five year plan. In May this year, the General Administration of quality supervision, inspection and quarantine and the national development and Reform Commission jointly issued the guiding opinions on further strengthening energy metering work, further improving the energy metering system, improving the level of refined energy management, promoting the transformation and upgrading of energy metering services to the whole process, comprehensive and intelligent, constantly enhancing the awareness of energy and resource conservation and environmental protection of the whole society, and serving the construction of ecological civilization. As the competent department of the quality function of the State Council, AQSIQ should take the initiative to play the role of technical support of measurement, guidance of standard rules, trust transmission of certification and recognition, performance evaluation of inspection and testing, and make greater contributions to promoting green development and building a beautiful China.

In a speech entitled "promoting energy-saving and low-carbon development and jointly creating a new generation of ecological civilization", the leaders of the Environmental Resources Department of the national development and Reform Commission said that the new generation has given new missions and tasks to energy conservation. For a long time in the future, China's energy demand will continue to grow rigidly. Stable and green energy security is crucial to the socialist modernization in the new era. At the same time, the development of energy conservation and environmental protection industry also promotes the improvement of quality and efficiency of traditional industries, and promotes the deepening of supply side structural reform. The just concluded national economic work conference took adjusting the energy structure, strengthening energy conservation and assessment as the main work tasks for successfully building a well-off society in the next three years.
